(1) “Committed” represents dollar amounts proposed to the Legislature or authorized through the state budget process for programs or projects. It also includes any outyear dollars that administering departments have proposed in new budget requests or in proposals approved in prior budgets or in legislation. These figures are updated approximately every six months and published in the Proposition 4 Allocation Balance Report.
(2) “Balance” represents dollar amounts available for new budget appropriations (which give departments the authority to spend) or commitments for the purposes specified in the Proposition 4 bond language.
