The Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Act of 2006 (Proposition 84) provides $45 million to the California Conservation Corps (CCC) for resource conservation and restoration projects, for facilities acquisition, development, restoration, and rehabilitation, and for administrative costs. The $45 million is divided into three categories: $12.5 million to the CCC for projects to improve public safety and improve/restore watersheds, including regional and community fuel load reduction projects on public lands, and stream and river restoration projects; $12.5 million in grants to Local Conservation Corps for projects to improve public safety and improve/restore watersheds, including regional and community fuel load reduction projects on public lands, and stream and river restoration projects; and $20 million for grants to local conservation corps for acquisition and development of facilities to support local conservation corps programs, and for local resource conservation activities.

The first year of funding for this bond program is 2007-08. This first year will be used to develop the criteria and processes that will govern the allocation and expenditure of bond funds. Regulations will be developed though a public process in accordance with the Bond Act and Administrative Procedures Act. Project funding will begin in 2008-09. Information related to the Bond program and regulation development process will be posted on the California Conservation Corps website as it becomes available.

Projects selected for funding under the program are required to spend grant funds according to the approved project scope and budget. The California Conservation Corps (CCC) requires periodic progress reports for all projects and conducts site visits during construction for each facility development project. Payment requests must include a certification by the grantee that each expense complies with requirements outlined in the grant agreement. Grantees must also submit supporting documentation for each expense, with reimbursements approved only for eligible expenses pursuant to program guidelines and contained within the approved project budget. The CCC also withholds up to ten percent of the total project amount be released upon project completion.
All projects funded via the program receive a close-out site visit conducted by the California Conservation Corps (CCC) at the time the project is complete and prior to releasing final grant funds. The purpose of the close-out site visit is to ensure all project components were completed according to program guidelines and the terms of the grant agreement, including project scope and budget. All grantees must record a document against the project property that gives public notice of the CCC rights as specified in the grant agreement. All grantees must comply with all current laws and regulations which apply to the project and submit documents summarizing total project costs and all additional funding sources.
