Bond Funds will be used to benefit Bay-Delta associated fish species as part of the CALFED Ecosystem Restoration Program. The ERP was developed as the central plan for restoration and conservation efforts of northern San Francisco Bay, Suisun Marsh, the Sacramento - San Joaquin Delta, and tributaries. The restoration program is an ambitious 30-year effort to restore native fishes and habitats within the CALFED Bay-Delta area. The selection of projects will be guided by the ERP Strategic Plan. The Program has an extensive scientific, agency and stakeholder review process to assure the appropriateness for projects selected for funding. Projects are solicited through an open public solicitation process or by directed action by the implementing agencies.

More than 30 State and federal agencies participate in one, or more, of eleven program elements of the CALFED Bay-Delta Program and participate directly or indirectly with the ERP Program. Projects selected for funding under the Bay-Delta ERP Grant program are required to spend grant funds according to the approved project scope and budget. The Department of Fish and Game requires quarterly progress reports for all projects and conducts site visits during each project. Payment requests must include a certification by the grantee that each expense complies with requirements outlined in the grant agreement. Grantees must also submit supporting documentation for each expense, with reimbursements approved only for eligible expenses pursuant to program guidelines and contained within the approved project budget. The Department of Fish and Game also withholds up to ten percent of each payment request to be released upon project completion.

All projects funded via the Bay-Delta ERP program receive a close-out visit conducted by the Department of Fish and Game at the time the project is complete and prior to releasing final grant funds. The purpose of the close-out field visit is to ensure all project components were completed according to program guidelines and the terms of the grant agreement, including project scope and budget. All grantees must record a document against the project property that gives public notice of the Department of Fish and Game’s rights as specified in the grant agreement. All grantees must comply with all current laws and regulations which apply to the project and submit documents summarizing total project costs and all additional funding sources.
