The Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act 2006 (Proposition 84) and Senate Bill X2 1 made funds available to DWR for performing a system reoperation feasibility study for the State’s existing water system. The study will look for opportunities of changing operation and management procedures of the existing reservoirs and conveyance facilities to achieve water supply, flood protection and ecosystem restoration benefits.
Under the Bond expenditure criteria, the System Reoperation Study was formulated to identify and evaluate potential options for the reoperation of the State’s flood protection and water supply system in coordination with groundwater storage to improve operation efficiency and achieve the objectives of increasing water supply reliability, improving flood protection, and ecosystem restoration. SB X2 1 identified the following objectives for the System Reoperation Study:
· Integration of flood protection and water supply systems to increase water supply reliability and flood protection, improve water quality, and provide ecosystem protection and restoration.
· Reoperation of existing reservoirs, flood facilities, and other water facilities in conjunction with groundwater storage to improve water supply reliability, flood control, and ecosystem protection and to reduce groundwater overdraft.
· Promotion of more effective groundwater management and protection and greater integration of groundwater and surface water resource uses.
· Improvement of existing water conveyance systems to increase water supply reliability, improve water quality, expand flood protection, and protect and restore ecosystems.
The system reoperation study will assess the benefits of using improved modern technologies and potential change in operational criteria in managing the State’s water system, integrating the operations of flood protection and water supply, and pursuing conjunctive use of surface water and groundwater. The study will also consider potential climate change effects.

The system reoperation study will assess the benefits of using improved modern technologies and potential change in operational criteria in managing the State’s water system, integrating the operations of flood protection and water supply, and pursuing conjunctive use of surface water and groundwater. The study will also consider potential climate change effects.
Standard project management practices will be used to manage the project. DWR will work with U.S Bureau of Reclamation, other state and federal agencies, local water districts, and stakeholders to identify and evaluate potential reoperation strategies. Interim status reports will be prepared to document progress of the studies and solicit input from stakeholders.
The project manager will track the budget using the SAP database. The project schedule will be tracked using Microsoft Project software.
A feasibility report will be prepared at the end of the study period in 2013.
DWR will coordinate with U.S. Bureau of Reclamation and other state and federal agencies, local water districts, and stakeholders throughout the studies and during preparation of the feasibility report.Projects within this Program:
