Project: Central Valley Flood Management Planning Project

Description: The Central Valley Flood Protection Plan (CVFPP) is a descriptive document reflecting a systemwide approach to protect the lands currently protected from flooding by existing facilities of the State Plan of Flood Control (SPFC). The CVFPP was authorized by the Central Valley Flood Protection Act of 2008 (2008 Act). The 2008 Act also amended the California Water Code to declare that the CVFPP should be updated in years ending in 2 and 7 (CWC 9612(e)). The first generation of the CVFPP (2012 CVFPP) was submitted to the Central Valley Flood Protection Board on December 30, 2011 and adopted by the Board on June 29, 2012. It was updated in 2017 and will subsequently be updated in 2022 and every 5 years thereafter. The 2022 CVFPP Update will further define the performance of the existing flood protection system in the Central Valley focusing on the SPFC, identify existing and likely future flood and related resource problems, and formulate potential alternative solutions to resolve those problems. In addition, the 2022 CVFPP Update includes the 2022 Conservation Strategy Update, which builds on the 2016 Conservation Strategy, which provides a comprehensive approach for improving riverine and riparian aquatic ecosystems in the SPFC primarily through implementation of multi-benefit flood infrastructure improvement projects. The 2022 CVFPP Update focuses on three key themes, climate change, performance tracking and alignment with DWR and State planning efforts. The 2022 and subsequent CVFPP Updates will be prepared by the Department of Water Resources to develop a sustainable integrated flood management plan for areas protected by facilities of the State Plan of Flood Control in the Central Valley.
