The Department of Water Resource (DWR) Cental Valley Floodplain Evaluation and Delineation Program is a comprehensive effort designed to protect against loss of life, flood damages, and emergency costs for both existing and future developments caused by future flood events. It is intended to support both regulatory and structural solutions as it protects the State’s populace and infrastructure.

The bond expenditure process has been established by DWR, and approved by the Department of General Services to use four five-year regional contracts for engineering support. The contractor selected for each regional contract will be required to perform specific detailed floodplain delineation tasks issued by task order at the direction of DWR. The task order products must meet minimum engineering standards necessary for U.S. Army Corps of Engineers (USACE) studies, FEMA’s National Flood Insurance Program requirements, and DWR application needs.

The detailed floodplain delineation studies for the Central Valley river systems will be the primary task for these contracts. The four regional contracts are structured and managed using the following geographical area assignments:

  • Upper Sacramento River System
  • Lower Sacramento River System
  • Upper San Joaquin River System
  • Lower San Joaquin River System

In support of these four regional contracts, the bond expenditure process will include two Letters of Agreement between DWR and USACE. USACE will assist DWR in developing the hydrology studies necessary for the Central Valley, and also serve as a Quality Assurance/Quality Control agency to establish consistent standards for the stream hydraulics for the four regional floodplain delineation contracts.

The contractor selected for each regional contract will be required to perform specific detailed floodplain delineation tasks issues by task order at the direction of Department of Water Resources (DWR). The task order products must meet engineering standards necessary for U.S. Army Corps of Engineers (USACE) studies, FEMA`s National Flood Insurance Program requirements, and DWR application needs.

All task orders will be reviewed and vetted by DWR’s management staff. All payment requests must be certified by DWR staff that submitted costs comply with the requirements of each task order. All task orders will have a ten percent retention withheld and be released upon successful completion of each task.

All task orders completed for the four regional contracts and all Letters of Agreement (LOA) with other agencies will be thoroughly reviewed by DWR’s project staff to ensure the products met the engineering standards necessary for DWR’s State Plan of Flood Control and floodSAFE programs, U.S. Army Corps of Engineers project studies, and FEMA’s National Flood Insurance Program requirements before any final payment can be issued to a contractor or agency.

Upon completion of all work by task order or LOA, ownership and title to all intellectual property, including but not limited to reports, maps, documents, and electronic files produced as part of this task order will automatically be vested in DWR. No further agreement will be necessary to transfer ownership to the Department.

Until DWR`s project staff approves a finished product, including maps and other documents created by task order or LOA, the Contractor must obtain prior written approval from DWR to disclose drafts to a third party.
