The Project consists of: (1) Increase the storage capacity of Haster Basin to accommodate large storm events by pumping out water from the Basin during the early portion of storm events to increase capacity during the peak of the storm. The 100-year flow rate expected into Haster Basin is 2,200 cubic feet per second and the downstream channel capacity is 460 cubic feet per second; without the proposed pump station, overbank flow would flood the homes surrounding the basin; (2) Increase the capacity of the downstream reach of the East Garden Grove Wintersburg Channel by reconstructing the outlet channel within the specified reach.
