Proposal includes three initiatives to help implement the 2012 RTP/SCS: 1. Providing General Plan Update assistance to local jurisdictions to support SCS implementation (technical and financial assistance); 2. Performance monitoring tools and report for local jurisdictions to assess progress in SCS implementation; 3. An SCS Implementation Guidebook and best practices resources through a regional learning network to assist local jurisdictions.

There is a need to promote sustainable planning at the regional and local levels. The purpose of this grant program is to meet the goals of the California Global Warming Solutions Act of 2006 and to encourage land use planning for sustainability and community revitalization associated with the implementation of Senate Bill 375. Objectives of the Sustainable Planning Grant and Incentives Program include a reduction of greenhouse gas emissions, protection of open spaces and agricultural lands, increased water and energy conservation and efficiency, the promotion of a prosperous economy and safe, healthy and walkable communities.
