Develops an Urban Village Master Plan, and a zoning framework to implement this Plan, for the East Santa Clara Street Corridor between Downtown San Jose and Coyote Creek. Then develops a zoning code framework for East Santa Clara Street and Alum Rock Avenue between Coyote Creek and King Road. This will further implement 2040 General Plan’s Urban Village Growth Strategy.
