Objective: The Poso Creek Regional Water Management Group’s (Group) Proposal is intended to improve regional water self-reliance and sustainability to mitigate effects of climate change and imported water supply constraints. The Group’s objective is to increase water supply sustainability and regional self-reliance by collaboratively implementing projects that enhance water quality and reliability for all beneficial users. As part of the Group’s long-term efforts to engage with and develop projects that benefit disadvantaged communities (DACs), this Proposal supports the implementation of Lost Hills Utility District’s (LHUD) Well No.3 to improve reliability and system redundancy as well as the quality of drinking water for the community of Lost Hills. Additionally, this Proposal supports the DAC of the City of Delano in implementing the City’s first groundwater recharge basin to improve self-reliance and provide drinking water for the surrounding community. Further, in a collaborative effort, four of the seven agricultural districts in the IRWM region are implementing five projects as part of this Proposal in an effort to improve the Region’s supply reliability and regional self-reliance that will allow for climate change adaptation. The proposed projects include a two-district cost-shared agreement for regional canal lining and water delivery improvements that will be used by all districts within and outside of the Poso Creek IRWM Region, including some districts in the Kern IRWM Region. Other projects in this Proposal include the addition of spreading facilities by two federal contractors to help with timing of supply deliveries from the Friant-Kern Canal and a state and federal water contractors adding conveyance flexibility and absorptive capacity for State Water Project and Central Valley Project supplies to be delivered around environmental needs or due to conveyance constraints in the large state and federal systems.
