A systematic inventory of the archaeological sites and historic structures at RLS has not been undertaken and the park lacks a General Plan. Currently, the lack of documentation and evaluation is inadequate for project environmental review. Part of the park burned in the North Bay Fires in 2017 and many new resources have been exposed, including several open mine adits slated for immediate closure. The park will soon be operated by Napa County, and existing documents for the park are not adequate to provide sufficient guidance for decisions that would directly affect the integrity of historic resources. The project is a multi-phased cultural resources inventory of RLSSP. It will include comprehensive archaeological survey of the park, assessment of the built environment, and preparation of inventory reports with site records that would satisfy requirements of CEQA and PRC for the consideration of historical resources on state lands. The goal is to execute the inventory in manageable tasks over a period of several years. Task 1 was completed in May 2019 and resulted in over 200 new features. Funding for Task 2 is requested.
