The communities of El Porvenir (CSA 30), Cantua Creek (CSA 32) and Cantua Creek Vineyards IV (CCV) are unable to consistently serve water through their main water source that meets potable standards. CSA 30 and CSA 32 are in violation of the maximum contamination level (MCL) for trihalomethanes (TTHMs) and haloacetic acids (HAA5). CCV is observing an increase in arsenic contamination and in 2014-2015 experienced arsenic levels exceeded the MCL.
The project will Drill and equip one new well at CSA 30 and one new well at CSA 32. Existing surface water treatment plant facilities at CSA 30 and CSA 32 will be taken out of service. New site facilities will be installed at both CSA 30 and CSA 32 including booster pumps, hydropneumatic tanks, motor control, chemical storage and injection, and SCADA monitoring. An operations building will be constructed at the CSA 32 site and will include a storage space for use by the system operator, housing for the motor control unit, and a bathroom. Existing onsite facilities will be removed including the abandoned old wells, abandoned water storage tanks, and SWTP at both CSA 30 and CSA 32. An existing hydropneumatic tank will be removed from CSA 30. A 1-inch water service meter will be installed in the existing meter boxes at each residential connection in CSA 30 and CSA 32. Approximately 5,800 linear feet of 8-inch water main will be installed along Clarkson Avenue from the storage tank and extend to the North along San Mateo Avenue. A single master meter connection will be provided to CCV resulting in consolidation with the CSA 32 distribution system.

The project includes the construction of a new well in Fresno County CSA 30, and another in CSA 32. The existing non-compliant surface water treatment plants (one in each community) will be taken offline.
