This proposal will develop a collaborative, watershed scale Stormwater Resource Plan 1) to maximize groundwater recharge into the adjudicated Santa Maria Groundwater Basin, 2) to support disadvantaged communities of Oceano and Grover Beach by reducing flood risk and the financial burden of stormwater management, 3) to leverage existing joint efforts related to urban stormwater planning, permits and regulatory compliance, and 4) to integrate all aspects of stormwater management, including reduction of flood risk, groundwater recharge, urban and rural water quality, and environmental benefits, among others, into a single, multi-jurisdictional, regional plan for managing stormwater as a resource. The partnership includes 6 public entities, 4 of which are NPDES municipal permittees. The Plan will be used as a template by the San Luis Obispo County IRWM region and support SWRP development in other watersheds.
