The proposal includes two phases of work: 1) identification of DACs in the Sacramento River Funding Area (SRFA) and completion of a Needs Assessment within each IRWM region of already identified DAC Places (both for DAC involvement/engagement and DAC technical assistance) and 2) utilizing the information collected in Phase 1, a detailed scope of work for Phase 2 will be developed to implement strategies and long-term solutions/recommendations that appropriately address the identified DAC water management needs identified in Phase 1.

Objectives include: developing Guiding Principles to inform all aspects of the work effort that feature: collaboration, balanced access and opportunities for participation across the Funding Area, and increase understanding of DAC water management needs; ensuring that consistency in DAC involvement and engagement across the Funding Area and IRWM regions is achieved (this includes consistency in approach/methodologies, equity in technical support, and development of DAC projects in each IRWM region); creating IRWM-specific data files of DAC characteristics, needs, and projects that enable each region within the SRFA to fully understand and develop strategies to support all types of DACs; developing a strategy for outreach to, and involvement and engagement of, DACs identified through this Work Plan that are not yet engaged in the IRWM Program; and identifying long-term strategies to address DAC water management, including articulation of successfully funded DACs within the IRWM context, and potential means of funding once Prop 1 is no longer available.
