This construction project provides for system modernization, boundary flow monitoring, and full implementation of the requirement for water delivery measurements at farm-gate turnouts in order to conserve water by reducing operational spillage through a combination of infrastructure modernization improvements and implementation of a canal operations decision support system (CODSS). This project includes construction of infrastructure improvements for 230 gravity turnouts, 35 pump turnouts, and six primary operational spills; furnishing and installing the District SCADA system by DE, including base station, field sensors and power supplies, telemetry, data management and instrument control equipment, and one second generation RemoteTracker rod with wireless flow sensor to allow operators to measure deliveries through gates smaller than 18 inches, which cannot currently be measured; and minor improvements to nine headings consisting of installation of staff gages. The project also includes associated final engineering designs; environmental compliance and permits; training and implementation support; monitoring and verification of operations and expected benefits; and public outreach regarding on-going project implementation.
